Toelichting bij Meritocratie: Parkisons Law

Het boek Parkinson's Law van de econoom C. Northcote Parkinson, stamt van 1958, dus  van voor alle hypes over management en besturen. Het hier voor ons relevante hoofdstuk heeft de titel The Short List, de Engelse algemenere term voor die kleine groep kandidaten die in de laatste stap van een procedure van selectie wordt toegelaten. Hier wat citaten, het eerste over de Engelse methode van personeelsselectie:

  A problem constantly before the modem administration whether in government or business, is that of personnel selection. ...
    Past methods, not entirely discussed, fall into two main categories, the British and the Chinese. Both deserve careful consideration, if only for the reason that they were obviously more successful than any method now considered fashionable. The British method (old pattern) depended upon an interview in which the candidate had to establish his identity. He would be confronted by elderly gentlemen seated round a mahogany table who would presently ask him his name. Let us suppose that the candidate replied 'John Seymour.' One of the gentlemen would then say, 'Any relation of the Duke of Somerset?' To this the candidate would say, quite possibly, 'No, sir.' Then another gentleman would say, 'Perhaps you are related in that case, to the Bishop of Watminster?' If he said 'No, sir' again, a third would ask in despair, 'To whom then are you related?' In the event of the candidate's saying, 'Well, my father is a fishmonger in Cheapside,' the interview was virtually over. The members of the Board would exchange significant glances, one would press a bell and another tell the footman, 'Throw this person out.' One name could be crossed off the list without further discussion. Supposing the next candidate was Henry Molyneux and a nephew of the Earl of Sefton, his chances remained fair up to the moment when George Howard arrived and proved to be a grandson of the Duke of Norfolk. The Board encountered no serious difficulty until they had to compare the claims of the third son of a baronet with the second but illegitimate son of a viscount. Even then they could refer to a Book of Precedence. So their choice was made and often with the best results.

Hier is het "netwerk" volop aan het werk. "Vriendjespolitiek" is wel de meest gunstige omschrijving ervan. Regelrechte corruptie, zij het wettelijk toegestaan, is veel dichter bij de waarheid. En alle zaken die iets te maken hebben met capaciteiten en geschiktheid komen hier niet eens om de hoek kijken - voor wat praktijkvoorbeelden van de waarde van het netwerkmodel, zie hier uitleg of detail .
    Gelukkig is in deze moderne tijd de toestand dienaangaande aanzienlijk beter geworden, hetgeen Parkinson beschrijft als de "Engelse methode, nieuwe versie":
 

      The British method (new pattern) was evolved in the late nineteenth century as something more suitable for a democratic country. The Selection Committee would ask briskly, 'What school were you at?' and would be told Harrow, Haileybury, or Rugby, as the case might be. 'What games do you play?' would be the next and invariable question. A promising candidate would reply, 'I have played tennis for England, cricket for Yorkshire, rugby for the Harlequins, and fives for Winchester.' The next question would then be 'Do you play polo?' - just to prevent the candidate's thinking too highly of himself. Even without playing polo, however, he was evidently worth serious consideration. Little time, by contrast. was wasted on the man who admitted to - having been educated at Wiggleworth. 'Where?' the chairman would ask in astonishment, and 'Where's that?' after the name had been repeated. 'Oh. in Lancashire!' he would say at last. Just for a matter of form, some member might ask, 'What games do you play?' But the reply 'Table tennis for Wigan, cycling for Blackpool, and snooker for Wiggleworth' would finally delete his name from the list. There might even be some muttered comment upon people who deliberately wasted the committee's time. Here again was a method which produced good results.

Ethiek leeft niet op MBA-scholen in VS

Bankiers op Wall Street hadden maar een doel voor ogen: zo veel mogelijk winst maken. Dat hadden ze immers geleerd op de businessschool. Nu Wall Street in puin ligt, rijst de vraag: moeten de opleidingen niet meer aandacht besteden aan ethiek?

Tom Wolfe noemde hen Masters of the Universe in zijn beroemde boek The Bonfire of the Vanities: de jonge, nietsontziende Wall Street-jongens die, vers van de universiteit, achteloos met miljoenen goochelden op de beurs en astronomische salarissen opeisten. Maar hun glorietijd lijkt voorbij. Wall Street staat onder curatele van Washington en de meesters van het universum zijn van hun voetstuk gevallen.
    Onder de kwaaie pieren zijn niet alleen bekende namen als Bernie Madoff en Merrill Lynch-topman John Thain. Ook minder prominente bankmedewerkers maakten zich schuldig aan schaamteloze zelfverrijking. Al deze yuppen hebben een ding gemeen: het MBA-diploma (Master of Business Administration).   ...
    Rakesh Khurana ... is professor aan de Harvard Business School. De Amerikaan schreef het boek From Higher Aims to Hired Hands, over management als beroep.
    Hoewel Khurana bij een van de beste business-schools ter wereld werkt, is hij spijkerhard in zijn oordeel over MBA's. Volgens hem zijn de scholen verworden tot een toegangskaartje tot het old boys network. Studenten volgen de opleiding niet omdat ze de lesstof interessant vinden, maar omdat ze de titel nodig hebben om op een positie te komen waarin ze veel geld verdienen. ...


Red.:   Die Parkinson toch ... alweer blijkt hij gelijk te hebben.
    Parkinson rept ook nog van een andere methode, de Chinese. Hierover schrijft hij:

      The Chinese method (old pattern) was at one time so extensively copied by other nations that few people realize its Chinese origin. This is the method of Competitive Written Examination. In China under the Ming Dynasty the more promising students used to sit for the provincial examination, held every third year. It lasted three sessions of three days each. During the first session the candidate wrote three essays and composed a poem of eight couplets. During the second session be wrote five essays on a classical theme. During the third, he wrote five essays on the art of government. The successful candidates (perhaps two percent) then sat for their final examination at the imperial capital It lasted only one session, the candidate writing one essay on a current political problem. Of those who were successful the majority were admitted to the civil service, the man with the highest marks being destined for the highest office. The system worked fairly well.

Parkinson schrijft een satire, die erop neerkomt dat naarmate een methode slechter is, minder meritocratisch, hij hem meer aanprijst, en omgekeerd. Het Chinese model, dat in ieder geval naar een vorm van capaciteit kijkt, is dus "slechter"dan "het netwerk".
   Parkinson meldt al dat het Chinese model veel navolging heeft gevonden. Dat is ook het geval in Nederland:

Eén spelfout: einde sollicitatie

Over één ding zijn alle recruiters het eens: spelfouten zijn dodelijk. Martijn van Faassen, hoofd human resources zakelijke markt van KPN, verbaast zich over het taalgebruik van sommige sollicitanten. Het telecombedrijf werkt net als veel andere bedrijven met online sollicitatieformulieren. 'Door de opkomst van internet is het taalgebruik veranderd. Wie schrijft er nu nog 'even' in plaats van 'ff'. Die telegramstijl zie je ook terug op cv's die we binnenkrijgen:
    Dat is zonde, vindt hij. 'Natuurlijk gaat het om de inhoud van het cv. Maar als iemand niet eens de moeite neemt om goed te formuleren of de spelfouten uit zijn brief te halen, vind ik dat niet erg nauwkeurig.' Ook bij de Rabobank, Heineken en de overheid staan spelfouten op nummer één als het gaat om missers op het cv. ...


IRP:
   OK, we gaan mensen selecteren voor, bijvoorbeeld, iemand die technische of financiële beslissingen moet nemen. En daarvoor kijken we naar het aantal schrijffouten. Een volbloed toepassing van het Chinese model.
    Ander aspect hiervan: schrijfvaardigheden zijn alfa-vaardigheden. Bèta-vaardigheden zijn geen schrijfvaardigheden - er is geen enkele sollicitatieprocedure die vraagt om een paar elementaire hoofdrekensommen te doen, terwijl dat ongetwijfeld een veel betere voorspeller is van het denkniveau van een persoon dan het kunnen spellen.
    Merkwaardigerwijs is zelfs dit aspect van de zaak door Parkinson gezien:

  The effectiveness of this [Chinese] method was investigated by a committee in 1854, with Macaulay as chairman. The result was that the system of competitive examination was introduced into the Civil Service in 1855. ... All these features were faithfully incorporated in the Trevelyan-Northcote Report and thereafter in the system it did so much to create.... It was assumed (no doubt rightly) that a scientific education would fit a candidate for nothing - except, possibly, science. It was known, finally, that it is virtually impossible to find an order of merit among people who have been examined in different subjects. Since it is impracticable to decide whether one man is better in geology than another man in physics, it is at least convenient to be able to rule them both out as useless.

Tja.
    Parkinson's Law was door de redactie vrij lang geleden gelezen, en deze paragraaf was vergeten - de maatschappelijke werkelijkheid heeft in de tussentijd een grote verzameling bronnen met soortgelijke inhoud opgeleverd .
    Ter herinnering: dit is een artikel in het kader van de meritocratie - het idee dat wie meer presteert of meer kan presteren, meer te zeggen krijgt. Het is inmiddels volkomen dat het huidige systeem om mensen voor hogere banen te selecteren heel weinig tot niets met merites, met capaciteiten, met prestaties, met meritocratie, te maken heeft.
    Nog even de positieve kant: ja, het is een wel beter dan het oude systeem waarbij de zoon van de koning de koning werd. Maar heel veel beter is het nog niet.
